Teen Alcohol Abuse Essay -- essays research papers
Alcohol abuse and alcohol dependence are not only adult problems. They also affect many teens between the ages of 12 and 18, even though drinking under the age of 19 is illegal. The topic of alcohol first came up when I was in grade 8 and became even more popular in high school. In high school alcohol was more readily available thanks to absent-minded parents who didnââ¬â¢t hide their alcohol and older students willing to make some quick cash by selling to minors. While some parents may feel relieved that their teen is ââ¬Å"onlyâ⬠drinking, it is important to remember that alcohol is a powerful, mood-altering drug. Not only does alcohol affect the mind and body in unpredictable ways, but teens lack the judgment and coping skills to handle alcohol wisely. Some teenagers are brought up with the attitude that drinking is pure evil. But most of the time this just causes rebellious behavior and makes them want to try it even more, and once they try it they could possibly get addicted. According to associate professor Deborah Deas and assistant professor Suzanne Thomas from the Medical University of South Carolina, more senior high school students use alcohol than any other drug. Once a teenager gets completely smashed they are likely to do it again. Why? Well they will tell you that itââ¬â¢s fun, unless of course they had a really bad experience while drunk. The teens that do have fun will most likely continue drinking. Some teens will experiment and stop, or continue to use occasionally, without significant problems. Others will develop a dependency, possibly moving on to more dangerous drugs and causing significant harm to themselves and possibly others. Sometimes drinking once a week can lead to 4 times a week or more, as I have witnessed wi... ...anti-social personality disorder. These problems can make a person very addicted to drinking because they already have an imbalance of chemicals in their brain. This is especially true for teens because they are still developing and are prone to chemical imbalances. Teens should realize that drinking does not make them cool or help them fit in. Alcohol use is associated with a variety of negative consequences, including increased risk of serious drug use later in life, school failure, and poor judgment puts teens at risk for accidents, violence, unplanned and unsafe sex, and suicide. So what can be done The message is clear: The longer children and teens delay alcohol use, the less likely they are to develop any problems associated with it. Thatââ¬â¢s why it is so important for parents to inform their children about alcohol and to discuss the topic frequently.

Book Report on George Orwells Burmese Days Essay -- George Orwell Bur
Book Report on George Orwell's Burmese Days The book ââ¬Å"Burmese Daysâ⬠was written by George Orwell and published first in 1934. Orwell took the inspiration for this first novel of his from the experiences he gained during his service as an imperial police officer in Burma in the late 1920s. There he was confronted with extreme forms of imperialism, causing racism and also chauvinism. These are also the main topics of the novel and although they are wrapped up in the story of a single manââ¬â¢s fate, John Floryââ¬â¢s, these topics caused some problems with the publishing of the book. For that reason the book was first published in America, the English version wasnââ¬â¢t published until some changes ââ¬â mainly name changes ââ¬â were made which was nearly a year later. ââ¬Å"Burmese Daysâ⬠is set in 1920s Burma under British colonialism. It focuses on the imperialism of the British and its effects on the relationships between the British, the British and Indians, and between the Indians themselves. So negative is the portrayal by Orwell of imperialism that it can be seen as a novel without hope in terms of altering the imperialistic structure of the British rule in Burma. No character- British or Burmese- appears to be capable of escaping the destructive trap of imperialism. Orwell points out clearly his negative attitude on European politics at his times, for in his youth he was very much in favour of the Marxist ideology and so is the protagonist of the novel ââ¬Å"Burmese Daysâ⬠, John Flory. The novel concentrates on the town of Kyauktada in Upper Burma. Kyauktada is described as hot and sultry. It is a small town of about four thousand people. The overwhelming majority of the inhabitants are Burmese, but there are also a hundred Ind ians, two Eurasians, sixty Chinese, and Seven Europeans. Nevertheless, as in all imperialistic societies the small group of Europeans suppresses the great majority of the native people, who seem to accept perfectly the superiority of the white people. Orwell criticizes this feeling of inferiority the Europeans give the Burmans and especially the Eurasians, because for their existence the Europeans are even responsible. Although he seems very much in favour of the so-called inferior people, the novel gives a certain impression of the Asian character to the reader, which is not very likeable. The Asian people are described ââ¬â and not only by the characters o... ... to talk to her reasonably. When he asks her if she would ever marry him after what has happened, not now but after a while when the whole thing was forgotten, she answers that she never would. Having heard this, Flory goes hom and shoots his dog Flo and himself. Ko Sââ¬â¢La calls for the doctor who comes immediately and manages to pretend that it wasnââ¬â¢t suicide but an accident. Not that anybody in the town would believe in this but still it is at least the official version. After Flory has shot himself, everything changes again. Elizabeth, who appears to be the only one to be surprised by Floryââ¬â¢s suicide, marries Mr. McGregor after a while, who certainly for her is a better husband than Flory would have been, Dr. Veraswami, without a European protector, is easy to ruin for U Po Kyin now and has to leave Kyauktada, U Po Kyin becomes, as he had wished a member of the Club but dies too early to manage to build some pagodas or do anything to wash away the sins he had committed during his life, which makes his wife worry whether he will be reborn as an ugly animal. Ko Sââ¬â¢La and Floryââ¬â¢s other servants try their luck on shop-keeping but fail and have to work as servants for another sahib.

1. 1 WHAT IS WELFARE Welfareà is the provision of a minimal level ofà well-beingà and social supportà for all citizens, sometimes referred to asà public aid. In most developed countries, welfare is largely provided by the government, in addition toà charities, informal social groups, religious groups, and inter-governmental organizations. The work place should provide reasonable amenities for its good working. The betterment of workers conditions must produce more from the employer down rather than the forced up by demand from below. It is also important because the labour is contented.Well housed, well fed, well looked after it is not only an asset to the labour in the country. Therefore welfare is also fundamentally in the interest of the large society as the health, happiness and efficieny of each individual contributes the general well being of all. The concept of welfare is dynamic in nature and vary from country to country and from time to time and even in the same country depending up on the value system , social institutions, degree of industrialization and general level social and economic development.According to Frederic Engels, ââ¬Å" labour is the source of all wealth it is next to nature , which supplies with the materials that it converts in to wealth but it is even definitely more than thisâ⬠. 1. 2 EMPLOYEE WELFARE Employee welfare work aims at providing such service facilities and amenities to the workers employed in factories and industries healthy, congenial surroundings conductive to good health and high moral. The aim or objectives of welfare activities is partly humanistic to enable the workers to enjoy a fuller and richer life.The relevant and necessity of welfare work in India ,can be easily realized if one observe pitiable working condition of workers in the country. Stable and effective labour force cannot be build up with an improvement in the condition of life and work in the industrial centre. The development of co mmunity and society depends on the development of labour . The importance of labour welfare is beyond the stage is debate and is recognized on as integrate part of industrial tradition in all industrially advances countries.Labour is the vital part of business part of organizationand management , and now a day attach more importance to human angel . Increases the productivity , as well as productive efficiently of the workers and induce in them new spirit self realization . The importance of welfare measures was accept was early as 1931, when the labour commission on labour stated that, the benefits which go under thus nomenclature of great importance workers of which he is unable to secure by himself.Labour welfare is one of the major determinants of industrial relation. Encyclopedia of social sciences defines welfare workers as ââ¬Å"voluntary efforts of the employer to establish with in existing industrial system , working and sometime living and cultural condition of the employ ers beyond what is required by law. The welfare of labouring classes must be one of the first carriers of every employee. The betterment of workers condition must preceed more from the employees. Healthy working condition and limited hours of work, suitable machinery for settlement of disputes between employees and workmen and protest against old age sickness and unemployment .Anything done for intellectual , physical and moral and economic betterment of the workers , whether by employers, by the govt. or by the other agencies over and above what is laid down by the laws of the land, is labour welfare. International organization report refers with regard to labour welfare as ââ¬Å"such service facilities and amenities which may be established in or in the vicinity of undertaking to enable the persons employed in perform their working healthy, congenial surroundings and provided with amenities conductive to good health a nd high moral. 1. 4 SIGNIFICANCE OF THE STUDY * It helps to improve recruitment. As the job becomes more attractive, more efficient employees can be recruited. * Employee welfare improves the morale and loyalty of workers by making them happy and satisfied. * It reduces labor turnover and absenteeism thereby building a stable workforce. * It helps to increase employee productivity or efficiency by improving their physical and mental health. 1. 5 SCOPE OF THE STUDY Employee welfare is vital for the survival of any industry.The machines and materials in an industry could be operated only by human beings, and when there is a group of people there are chances of conflicts and should be resolved at the earliest . If welfare measures are not provided , they become lazy. Therefore it is important to provide good welfare measures to the employees . So the study on the employee welfare in the company is very important. 1. 6 OBJECTIVES OF THE STUDY The study was conducted to analyze the labou r welfare in the safe care . The relationship existing between the management of the company and their workers were studied .The study aimed to find out whether the workers were satisfied with the welfare facilities provided to them, how many disputes and unrest occurred in the past years, the settlement procedures followed to solve grievences and how negotiation on various terms and condition were made. 1. 7 LIMITATION OF THE STUDY * Only 40 respondents were selected for the study due to time constraints. * The duration of the time for the study was limited and hence elaborate and imprehensive project survey was not undertaken. * The findings were drawn based on the feed back received through the questionnaires. Interaction with the company professionals was limited, due to their busy schedule. * Information obtained is depended on satisfaction level of the respondent. The reliability of the result of the study depends on the reliability of the answers of the respondents were reluc tant to give information. 2. 1 INDUSTRIAL PROFILE World production and consumption of rubber continued to increase in 2008. The ISRG (International Rubber Study Group) estimated that the production would breach the 20 million tonnes level to breach 20. 12 million tonnes of rubber were estimated to be consumed in 2007, of which 41. % was natural rubber. Latex market report gives a comprehensive introduction to both natural and synthetic polymer in one volume. This is a hot subject because of tremendous change in the market. These have increased from the increased use of disposable gloves in the medical industry. Latex products are being used excessively as alternatives to solvent based system such as adhesives, sealants and coatings, because of global legislation concerning the use of volatile flammable solvents. The range of application of latex is extensive.Polymer Lattices are used in paints and coatings ,textiles ,non-wovens packing, construction (mainly in adhesives and binders) , furniture, packing, paper, medical equipments,personnel equipment ,carpet, backing,adhesives, polish,belts. The global annual consumption of natural rubber latex is running at just over 7 million tonnes. Natural rubber is particularly widely used in medical gloves and condom applications. Gloves are by far the largest market sector, consuming around 60%by weight . This is a very competetive market and much of the production industry has being moved to Asia to reduce costs.WORLD RUBBER PRODUCTION In 1991 Thailand replaced Malaysia as the top producer and exporter of natural rubber products. This has been the result of re-planning program. A majority of Thailand rubber plantations are located in southern part of the country. Thailand leads the rubber producing countries in research and development of natural rubber. This makes Thai natural rubber the most dependable and consistent. A majority of rubber products are exported in their raw from such as technically specified rubbers: ST R ,Skim Block,ADS ,Crape and concentrate Latex . Exports account for 90% of natural rubber production .The remaining 10% is utilised domestically, 55% of this amount is processes as value added goods . The companyââ¬â¢s investment in land and building is 50 lakhs and plant and machinery is 114 lakhs.The annual turnover of the company in the year 2007-08 is Rs. 460 lakhs. The director of administration is in charge of all the overall operations and publications. The day to day operations and controls are carried out under his supervision .The other director is in charge of the production and function of the firm. In the middle level management they have two managers Sri. Sukumaran and Smt. Kavitha Anilkumar one in charge of the administration and other is the production manager or the foreman. The manager of administration is in charge of overall administration of the production , purchases, human resources and a link between the lower level and the top level management. They all report to the managers of administration who acts as the link for them with the top management. 2. 2. 4 VARIETIES OF RUBBER The varieties of rubber are : Natural Latex: This is a white fluid obtained from the rubber tree. It contains small particles of rubber dispersed in an aqueous medium. The aqueous medium also contains plant proteins which are thought to be responsible for triggering of allergy. Natural Rubber : This include all material made from containing Latex.Natural rubber is made by two processes, the natural rubber latex process (NRL) and dry natural rubber process (DNR). DNR Process This involves compressing the rubber at a high temperature and pressure. The plant protein responsible for allergy are denatured at these temperature , a nd pressure and therefore pose a lower risk than rubber made by NRL process. NRL process This involves the use of natural latex in a concentrated colloidal suspension. This type of latex contains a much greater proportion of plant proteins than latex produced by the DNR process.Most immediate type reaction results from exposure to NRL products. PILOT STUDY Interview with worker and manager revealed their feelings towards the plans and policies of the company . This was a source about the employee welfare existing in the company could be observed. The personal options of the workers were collected using interview and schedule and the options of the managers were collected using structured questionnaire. UNIVERSE OF THE STUDY The universe of the study was the total employees and workers of the SAFE CARE. SAMPLE STUDYA sample technique used is convenience sampling. The samples were selected on the basis of both the investigator and the employees. DATA COLLECTION Data collected were as follows: * Welfare facilities offered to the workers. * Safety measures in the factory. * Relationship between workers and management and trade unions. * Promotions and transfers. * Effectiveness of the activities of the trade unions. * Trading and developing needs of the workers. Since a worker is striving to satisfy needs other than economic, is the working environment. Personnel enough or people oriented enough to provide opportunities for satisfying them.Organization make efforts towards workers participations, job enrichment and rotation to provide meaning , variety and interest in their jobs, and hence the place of work. This attempt is concerned with the actual ââ¬Ënuts and boltsââ¬â¢ of the job and is related to its content. WHY WELFARE In India , welfare is of the statutory and non-statutory kinds. Though statutory welfare a bare maximum of facilities and reasonably good working conditions , employer are free to provide , or not to provide non statutory measures in varying degrees. From the view point of workers, welfare measures must eliminate risk and insecurity .This is to ensure their personal safety and provide them with the equipment and atmosphere needed to draw affaire days wage without any feeling of guilt. Given the workers economic constraints , probably due to large families , organizations should provide facilities such as , transport , medical aid, creches, and subsidized food required by the workers. SOCIAL WELFARE Social welfare is being defined as those formally organized and socially sponsored institutions , agencies and programs which function to maint ain or improve the economic conditions , health or interpersonnel competence of some parts or all of a population.It means helping individuals or group in developing and utilizing their full capabilities so that they are in harmony with the needs of their families and communities. As these goals may not always be realized by individuals through their efforts alone the state comes in to the picture and gradually begins to take over the responsibility for the free and full development of human personality . In short , social welfare aims at the well being of people and help to ameliorate human life ââ¬âcultural , economic ,social and psychological. PRINCIPLES OF LABOUR WELFARE Employee welfare is not a substitute for low wages and other allowances nor can it be used as an argument against the earnings of workers . A failure to understand this basic principle will only make labour welfare measures un popular. * The cardinal principle of employee welfare program is to ensure that it serves the real needs of workers concerned. Special classes of workers require special types of welfare services , proper assessment of needs of workers and determination of priorities, there of must be done. * Workers should be asked to participate in the formulation and administration of welfare programs.This is necessary because the programs are meant for them and their participation ensures that the welfare measures correspond to their needs. It also removes the suspiciousness of workers and the stigma of paternalism. * Workers should be free to use or not to use the facilities and amenities provide. SECONDARY OBJECTIVES * To study the level of awareness of employees on them various welfare provided by the SAFECARE. To analyze the level of satisfaction of employees with regard to welfare measure p rovide by the SAFECARE. * To ascertain the needs and expectations of the employees towards the various schemes offered by the SAFECARE. * To suggest improvement any of existing welfare schemes grow SAFECARE. * To analyze the work environment of the employees. * To develop the work environment of the employees . * To develop efficiency and productivity among workers. * To make recruitment more effectively. * To earn goodwill and enhance public image.The present chapter will explain in detail the major inferences generated out of the information collected from respondents and other data sources. SUGGESTIONS Overtime allowance should be made more attractive to attract new younger talent into organization. * Since the laboures seem to prefer team work , if the work could be made more team oriented , it increases the motivation level of labourers and thus the productivity can be increased. * Canteen facility does not provide the North Indian labourers needs in satisfactory manner. So the organization should include North Indian dishes in the menu. * More awareness programs regarding the quality of work life should be conducted. * Quality circle should be established to improve the productivity and standard of work life of labourers. Better transportation facility should be made available to the employees. * Maintain good relationship between management authorities and employees. * Periodical health testing for employees should be conducted. CONCLUSION The study is conducted among the labourers of Safe care Rubber Products Pvt. Ltd. to study various welfare activities conducted at the company . From the study it has been understood that some workers are satisfied with some factors like wage offered , incentives provided ,medical and first aid facilities provided etc.The company needs to improve on various other factors that include the canteen facility, awareness programs regarding quality of work life in order to ensure that there is satisfaction among the labourers regarding the welfare scheme offered. From the study, it was found that the employees are generally satisfied with their welfare measures . The recreational facilities provided by the company are very satisfactory. There is a well managed grievance procedure in the organization . The working of employees union is satisfactory. In short, welfare facility together contribute to better work thus making employees happy and cheerful looking. The relationship existing between the management of the company and their workers were studied .The study aimed to find out whether the workers were satisfied with the welfare facilities provided to them, how many disputes and unrest occurred in the past years, the settlement procedures followed to solve grievences and how negotiation on various terms and condition were made. 1. 7 LIMITATION OF THE STUDY * Only 40 respondents were selected for the study due to time constraints. * The duration of the time for the study was limited and hence elaborate and imprehensive project survey was not undertaken. * The findings were drawn based on the feed back received through the questionnaires. Interaction with the company professionals was limited, due to their busy schedule. * Information obtained is depended on satisfaction level of the respondent. The reliability of the result of the study depends on the reliability of the answers of the respondents were reluc tant to give information. 2. 1 INDUSTRIAL PROFILE World production and consumption of rubber continued to increase in 2008. The ISRG (International Rubber Study Group) estimated that the production would breach the 20 million tonnes level to breach 20. 12 million tonnes of rubber were estimated to be consumed in 2007, of which 41. % was natural rubber. It contains small particles of rubber dispersed in an aqueous medium. The aqueous medium also contains plant proteins which are thought to be responsible for triggering of allergy. Natural Rubber : This include all material made from containing Latex.Natural rubber is made by two processes, the natural rubber latex process (NRL) and dry natural rubber process (DNR). DNR Process This involves compressing the rubber at a high temperature and pressure. The plant protein responsible for allergy are denatured at these temperature , a nd pressure and therefore pose a lower risk than rubber made by NRL process. NRL process This involves the use of natural latex in a concentrated colloidal suspension. SUGGESTIONS Overtime allowance should be made more attractive to attract new younger talent into organization. * Since the laboures seem to prefer team work , if the work could be made more team oriented , it increases the motivation level of labourers and thus the productivity can be increased. * Canteen facility does not provide the North Indian labourers needs in satisfactory manner. So the organization should include North Indian dishes in the menu. * More awareness programs regarding the quality of work life should be conducted. * Quality circle should be established to improve the productivity and standard of work life of labourers. Better transportation facility should be made available to the employees. * Maintain good relationship between management authorities and employees. * Periodical health testing for employees should be conducted. CONCLUSION The study is conducted among the labourers of Safe care Rubber Products Pvt. Ltd. to study various welfare activities conducted at the company . From the study it has been understood that some workers are satisfied with some factors like wage offered , incentives provided ,medical and first aid facilities provided etc.The company needs to improve on various other factors that include the canteen facility, awareness programs regarding quality of work life in order to ensure that there is satisfaction among the labourers regarding the welfare scheme offered. From the study, it was found that the employees are generally satisfied with their welfare measures . The recreational facilities provided by the company are very satisfactory. There is a well managed grievance procedure in the organization . The working of employees union is satisfactory. In short, welfare facility together contribute to better work thus making employees happy and cheerful looking.

According to the Gauteng Provincial Treasury five-year strate gic and performance plans for the period 2009-2014 second draft (5th September 2008) the goal of the treasury was, ââ¬Å"to provide sound financial management leadership that maximizes service delivery through effective and efficient use of limited resources in the Gauteng Provinceâ⬠(p.36). The vision of the treasury was, ââ¬Å"to be the pioneer in financial management leadership and fiscal discipline within the public sector in South Africa thus enabling shared economic growthâ⬠(p. 37). The Gauteng Provincial Treasury five-year strategic and performance plans for the period 2009-2014 second draft (5th September 2008) states the mission that the Gauteng treasury follows to implement their vision.ââ¬Å"We strive to be an innovative, pro-active and value adding partner to our stakeholders, by: researching and implementing best practice approaches to financial management, enhancing vertical and horizontal alignment in government, promoting and encouraging more informed u nderstanding of the financial management framework, instilling accountability, sound analytical reporting, good enterprise governance and transparency as the norm, ensuring allocative efficiency and optimal utilization of resources facilitating strategic alternative funding solutions thereby supporting an environment of sustainable economic growth and social developmentâ⬠(p.37). The Gauteng Provincial Treasury exhibits reliability and efficiency by performing duties given to them in accordance to the legislative mandate. It ensures the principles it has formed are aligned in accordance to the Batho Pele principles by enabling the provision of technical assistance and analysis, ensuring the spending agencies value the function of money and thus do not misuse the money or misinterpret the role the treasury plays when managing the governmentââ¬â¢s financial materials.This is done through training programs such as CIBA and SAM. Also the treasury should promoting transparency by publication of their annual reports and budgets through local newspapers, budget statements and MTBPS. The treasury department also ensures the allocation of funds to every department are according to the provincial priorities which include building a competitive Gauteng GCR, implementing Gauteng social GDS and building the capacity and organization of the state.The Gauteng Provincial Treasury being an independent department has a critical role to perform thus needs to be able to motivate the program levels it is working with, to be able to achieve the stipulated goals. The treasury department should be able to plan, organize, have good interpersonal skills and be able to evaluate performance so as to run the duties outlined to it in the most competent and accurate manner (Rees & Porter, 2001).The head of the treasury department was able to show good leadership skills by involving each department in decision making, when reviewing and updating the strategic plan for the period of 2 009-2014, developing medium term tactical plans and outlining the methods to use when evaluating performance of the department after every year. In the period of 2006-2009 the treasury did not fully accomplish some of the roles it played.When formulating the strategic plan for the period of 2009-2014, it discussed ways of overcoming that short fall by improving and adding value to maximize their performance so as be able to raise the living standard of the Gauteng citizens, creating a parallel line between their corporate services function and their core strategies, using internal and external auditors to monitor and evaluate those sent to work in the municipalities to prevent creation of too much dependency which may bring undesirable outcome, interns and the credibility of their data.The results the auditors present should be discussed and the solutions given implemented to lay a competent foundation of performing duties in the most qualified way. The treasury department should fo rm a partnership with the Chief Financial officer (CFO) and professional bodies to enable it function in a reliable manner towards achieving the departmentââ¬â¢s vision. The treasury should work with the CFO working for Gauteng Provincial Treasury to be able to evaluate the performance of the department in reference to achieving the departmentââ¬â¢s vision.It should also liaise with other CFOââ¬â¢s to gain more knowledge and tactics of performing the role it has defined to fulfill the departmentââ¬â¢s vision. Strategies of communicating with other departments in the Provincial Treasury must be improved, to enable full understanding of the duties they perform. For the treasury department to set a good trend of performing the roles given, to enable the Gauteng Provincial Government achieve the goals it promised the citizens of Gauteng, unqualified municipalities should be fired.This means that the treasury should review its strategy of staffing to ensure that it has a qual ity staff in the right quantity. It should design KSAOs (knowledge, skills, abilities and other characteristics of the organization) that it will use when staffing, to employ qualified and competent people who will work to the maximum of their capability to improve the overall performance of the treasury department. This will place the department in a better position to perform their duties according the preference and priority of the Gauteng citizens.The head of department in the Gauteng Provincial Treasury should have an ambition that drives him, so as to plan and organize the various departments under his disposal and the duties to be carried out by each department in an efficient way. He should have a power of influence and inspiration so as to win the trust of the subordinate leaders by leading the department in an appropriate manner that will accomplish their vision. The HOD should also be innovative and posses qualities of being able to implement and develop the ideas that ha ve come up and those that existed.This will enable excellent performance and smooth running of the treasury department and thus demolish the foundation of the risks that the Gauteng treasury department faced (Caroselli, 2000). By adopting the right staffing strategies the Gauteng treasury will have competent and qualified staff members that will be able to understand any policy or strategy formed for them to implement as they perform their duties, this will prevent the problem of under and over staffing, lack of motivation and good guidance to the staff and poor management in the departments (Rees & Porter, 2001).For instance due to poor strategies of staffing the Gauteng treasury was unable to implement the strategy given to it by the Gauteng provincial government (GPG). The HOD should evaluate the performance of the department on a regular basis to be able to understand the strengths and weaknesses of every member and delegate duties to them in a fair manner and according to their skill, capacity and competence. This will also help to raise any problem like lack of resources and technology and thus be in a position to provide them.The same system of organization and running of duties will be maintained eliminating the chances of a confusion cropping up during the performance period. This will curb the problem of lack of integration of financial systems (Caroselli, 2000). As the Gauteng treasury department continues to expand, appropriate measures should be carried out to also expand the working space and enable comfort to prevail to the staff as they are working.This will increase the overall out put and efficiency of each staff member. The HOD should set up a reliable information and technology management system to prevent loss of data that will give the treasury a history of their performance which is very important when evaluating the performance of the department. This will also prevent the loss of any current information or data being worked on thus mai ntain the efficiency of the department, because time will not be wasted repeating the same thing again.A back up measure that is reliable and easy to operate and manage should be devised (Rees & Porter, 2001). Administrative skills and policies have been implemented into each department, enabling good relationship to prevail in the treasury department thus contributing to the overall efficiency of performance in the department. This can be portrayed by the good relationship between the HOD and the employees, national treasury, implementation of NCOP, with the investors and human resource services among others.The Provincial Treasury must take care to prevent the functioning of the treasury to run under the influence of the politicians as this will make them rule biased decisions that favors only one party instead of working to satisfy the desires of the citizens of Gauteng. The treasury department should avoid over reliance to politicians to act as their guarantors in case of financ ial crisis but instead should work closely with the DED and GEP. Contracts formed must be fulfilled according to the terms agreed on this can be guided by implementation of SLA with ABSA.This will ensure trust between the treasury departments and the organization or person they are drawing a contract with is maintained. The HOD should ensure the municipalities are thoroughly audited to ensure the funds allocated to them are put in to their correct use and thus eliminate mismanagement of funds. Before initiating any planning methodologies, appropriate and sufficient research should be done to help accurate and adequate allocation of funds to every department in the treasury (Rees & Porter, 2001).Implementation of good leadership skills will enable the Provincial Treasury to meet their objectives which include; being recognized as the leading Provincial Treasury in South Africa, ensuring good governance of all financial matters in the province, promoting integration and alignment of p lanning processes within the Province, exploring, implementing and managing strategic financing solutions, ensuring the effective and efficient management of Gauteng Provincial Treasury and to be a preferred employer, attracting and retaining high performing individuals (Caroselli, 2000).The strategic management of the Provincial Treasury department should implement good management and leadership skills in the period of 2009-2014, to enable the department to go by their goal, vision, mission and objectives and uplift the performance of the Gauteng Provincial Government. Both nature and nurture play an important role in early human development. However, people have always wondered that our gene which we inherited from our parents or environmental factors influenced the most. This has been a mysterious around the globe for centuries. This essay will analyze that nurture is the most important. Nature which is the heredity from our parents plays a huge role in the development. Our personal characteristics were determined by the genetic structure of the fertilized ovum. The decision of our sex, hair color, eyes color comes from the gene which we inherited from our parents. Another example for the affections of gene on the development of human is that, a twin who was separated for almost 35years with different life history still share the same interest and personality when they meet each other. Moreover, because of the genetically programmed maturation , childrenââ¬â¢s behavior after birth flows the same as the time schedule of their innate ability such as rolling over, sitting without support, standing while holding on to furniture, etc. Although we see that nature influenced human the most, what really influences the development is nurture. For instance, even if all children go through the same sequences of motor behaviors, different children will go through the same stage at different rates. Whatââ¬â¢s more, the extension of motor behaviors can be hastened by extra stimulation or practice that infants received. As we can see, a child who was given an extra practice of walking everyday began to walk earlier than children who didnââ¬â¢t practice. Also, the development of speech is accelerated if an infant is encouraged and stimulated to speak. According to the belief of John Locke, babies have blank minds after their births. Their minds only improved from what theyââ¬â¢ve learned and experienced through their senses. They do not inherit from their parents. Similarly, according to John B. Waston and B. F. Skinner, the nature of human can be adaptable. It doesnââ¬â¢t really depend on the heredity of the child but it does depend on the training that the child has received. He also stated that he can turn any infants to any kind of specialists such as lawyer, doctor, artist, or even thief and beggar regarding to his training but not their race of ancestors, tendencies, talents or abilities. In conclusion, either nature or nurture influenced new born infants in their own ways. It seems they can back up with strong supports. However, nurture influences more than nature because it has a strong power to alter our natural form and can possibly turn us into somewhat different. In my opinion, I also believe that nurture has a strong impact on childrenââ¬â¢s development because from my personal experience, I have to study in order to get the knowledge and skills and my lifestyle just adapt to the environment around me.
